Registry Charter
The founding charter of the EBRICS Registry: its purpose, the principles it will not compromise, how it is governed, and the commitments that let it serve the fuel industry for a century.
1. Purpose
The EuraBelt Reserves Institutional Codification System ("EBRICS" or the "Registry") exists to give every verified participant in the fuel industry one identity. That identity cannot be invented, borrowed or forged, and a counterparty can prove it on demand.
The Registry was created in response to problems that have long undermined trust in petroleum procurement: impersonated principals, fabricated mandates, "ghost" intermediaries and altered documents. EBRICS replaces claims with verification. A party is either on the Reserve Ledger, verified and in good standing, or it is not.
2. What the Registry is and is not
The Registry is:
- a verification and compliance institution that onboards, verifies and codifies buyers, sellers, custodians and institutional partners;
- the custodian of the Reserve Ledger, the permanent record of every code issued, its status and every verification performed against it;
- a neutral source of truth that counterparties can consult only with the consent of the code holder.
The Registry is not:
- a party to any transaction between principals, or a broker, agent or representative of any principal;
- a guarantor of performance, product quality, delivery, payment or financial capacity;
- a substitute for each principal's own due diligence, legal advice and commercial judgement.
Principals make their own decisions and run their transactions through their own teams. The Registry verifies who they are and records that verification faithfully.
3. Founding principles
- Verification before identity. No code is issued until the compliance desk has verified the entity, its mandate and its sanctions position.
- Consent before disclosure. A verified profile is disclosed only to a counterparty the holder has named in an Authorization to Verify (ATV).
- Neutrality. The Registry treats every principal alike, whatever its size, jurisdiction or commercial relationship with Eurabelt Fuels Ltd. Tier and Reserve List decisions follow the published Verification Standard.
- Evidence over assertion. Every issuance, status change, authorization and verification is recorded in logs that are hash-chained where integrity matters and are available for audit.
- Minimum data, maximum protection. The Registry collects only what verification requires and protects it with encryption and strict access control. See the Privacy Notice.
- Silence on failure. A failed verification reveals nothing. The Registry never confirms or denies a partial match.
- Openness about its rules. Every policy that governs the Registry is published in the Legal Centre.
4. Governance
4.1 Registry operator
The Registry is operated by Eurabelt Fuels Ltd, a company registered in England and Wales under number 16639303, with its registered office at Flat 11 Clothier House, Kinveachy Gardens, London SE7 8EF, United Kingdom. Operations in Canada, Trinidad and Tobago and South Africa are conducted through 17303785, 10017296 and K2025/850330/07 respectively.
4.2 Separation of duties
- Registrars receive and prepare applications but cannot issue codes.
- Compliance officers set institutional inputs, issue, suspend, reinstate and revoke codes.
- Auditors have read-only access to the Ledger and all logs.
- No single staff member can both approve their own application and issue its code. Staff with a personal or commercial interest in an applicant must declare it and step aside from the decision.
4.3 Oversight
The Registry's board receives, at least quarterly, a report covering applications received and decided, codes suspended or revoked, verification volumes, integrity audit results, security incidents, complaints and appeals. An independent review of the Registry's controls is commissioned at least every two years.
5. The century commitment
EBRICS is built to outlast the technologies, markets and fuels of its founding decade. The Registry therefore commits to:
- Cryptographic agility. Codes are sealed with versioned keys, and the engine supports rotation without invalidating codes already issued. When today's algorithms are superseded, the Registry will migrate to successor standards and re-seal the Ledger under them.
- Format permanence. The code format uses an unambiguous alphabet and a readable structure, so that a code printed on a document today can still be read and verified decades from now.
- Commodity neutrality. A verified identity does not depend on what is traded. The Registry serves crude oil and refined products today and will extend unchanged to LNG, hydrogen, ammonia, biofuels, sustainable aviation fuel and whatever fuels follow.
- Continuity and succession. The Ledger, its keys and its records are held under documented custody arrangements, including offline key escrow, tested restoration and a succession plan. If the Registry operator ever changes, the Ledger and the rights of code holders pass intact to a successor custodian bound by this Charter.
- Archival integrity. Records that must survive are kept in formats and under controls designed to be readable and verifiable for the long term. Records that must not survive are deleted on schedule.
6. Amendments
This Charter may be amended only by resolution of the board of Eurabelt Fuels Ltd. Amendments that reduce the protections in sections 3 or 5 require thirty days' published notice in the Legal Centre before they take effect. Each version remains on record.
